Representatives of FLAG participated with a presentation in a virtual information event on April 18, 2024, organized by the National Eco-Trust Fund (NETF), to present and provide clarifications on the published call for proposals through competitive selection under the Sub-Program "Energy Efficiency of Municipal Schools and Kindergartens" (EEKD) to the Climate Investment Program (CIP).
Within the framework of the call, NETF provides grant assistance of up to 70% of the value (including VAT) of the investment costs for energy saving measures (ESM) under the project. Eligible applicants are municipalities, municipal schools and municipal kindergartens. Within the framework of the Sub-Program, one beneficiary can apply with only one project for one site.
Under the specific scheme, FLAG can provide the mandatory co-financing of 30% for the costs of energy saving measures (ESM), as well as financing for other complementary activities under the projects (supervision and controls, other construction and maintenance work outside of EE, other integral costs for the implementation of the project). Eligible applicants for a FLAG loan are the municipalities, owners of the sites (schools and kindergartens), which can take on debt from FLAG with a Decision of the Municipal Council to provide co-financing, including in cases where the applicant to the NTEF is a school or kindergarten. Financial support for the specific scheme from FLAG will be under the innovative financial instrument FLAG-FICET, developed under the LIFE program, and aimed at promoting projects for the transition to clean energy of public authorities through a combination of loans, grants and technical assistance.
Project proposals for grants under the scheme are submitted to the NTEF by 5:00 p.m. on July 10, 2024. The National Eco Trust Fund (NETF) was established in October 1995. The funds for the grant under the specific scheme were received by the NETF under the Agreement for the Sale of Annual Emissions Allocations (AEAs) between the Republic of Bulgaria and the Federal Republic of Germany.
The FLAG - Financial instrument for clean energy transition (FLAG FICET) project aims to support municipalities in Bulgaria in preparing to meet the challenges of climate change mitigation and adaptation in the next decade through investments in energy efficiency and clean energy. The project has been approved for funding under the LIFE programme, scheme LIFE-2021-CET-PDA: Disruptive PDA – Technical Assistance to advance market boundaries for sustainable energy investments.
