Under the framework agreement, FLAG provides complementary financing for the implementation of five projects, four of which are for energy efficiency of buildings and one project for urban mobility, partially financed with grants from the Recovery and Resilience Mechanism. On behalf of the Municipality of Vratsa, the agreement was signed by the Mayor of the city – Kalin Kamenov, and on behalf of the FLAG Fund – by the Executive Director Nadya Dankinova. For the purposes of the application, technical support has been provided under the LIFE21-CET-PDA-FLAG FICET project, financed under the LIFE program of the European Union.

The projects for the implementation of energy efficiency measures are for the buildings of the Regional Library "Hristo Botev" - Vratsa, the site "Youth Center - Vratsa", an indoor swimming pool and an indoor tennis court, approved for financing with a grant under Procedure BG-RRP-4.020 "Support for sustainable energy renovation of public building stock for administrative services, culture and sports" of the National Recovery and Resilience Facility, envisage achieving class A of the buildings, as well as saving at least 30% of primary energy. As a result, a significant reduction in the necessary costs of energy and saved carbon dioxide emissions in a total amount of over 956.55 tons is envisaged.

The project "Mobility and green transport in the municipalities of Vratsa and Montana" is financed with a grant under Procedure BG-RRP-8.013: "Eco-friendly mobility". The project envisages the purchase of 6 electric buses and the installation of charging stations. The reduction in CO2 emissions from the replacement of the buses of the Municipality of Vratsa is equal to 14.65 tons per year. For the estimated economic life of the assets – 15 years, the total reduction in CO2 emissions will amount to 219.75 tons.
